1) - Flag lowering Thursday, Nov. 12

Governor Chris Gregoire has directed that flags at all Washington State agency facilities be lowered to half-staff Thursday, Nov. 12, in memory of U.S. Army Specialist Aaron S. Aamot, 22, of Custer, Washington. Specialist Aamot died last week in Afghanistan of injuries sustained when an improvised explosive device detonated near his military vehicle.
  
Flags should remain at half-staff until close of business Thursday, or first thing Friday morning.

Other government entities, citizens and businesses are encouraged to join this recognition.

Bonney Lake High School is having the Veterans Day program with Lt. Col Edward J. Saylor from B-25 Bomber Crew # 15 of the Doolittle Raid on Tokyo and other Japanese cities on April 18, 1942 in retaliation of the Japanese sneak attack on Pearl Harbor.  It will be provided twice at 8:45 AM & 9:50 AM on Tuesday Nov. 10. 

The Public can attend, but are asked to please report to the High School Administrative Office on the second floor to "Sign-In". 

NOTE:  IF former military, they would like veterans to email me with their: Name, Rank, & Branch ahead of time so they can have a certificate of recognition ready.  My email is:  lewisdonnm@aol.com .   I will then coordinate a place where they can sit and ensure they are seated PRIOR to the start of the First (8:45 AM) or Second (9:50 AM) Presentation.

                Re: Rural Separator

    Dear Ms. McCarthy:

                I want to thank you for taking the time to talk with me during the recent meeting at the 25th District Democratic monthly meeting.  I would also like to thank you on behalf of the Summit-Waller Community Association for exercising an appropriate veto necessary to maintain Pierce County’s Rural Separator vis-à-vis the Merriman proposal.

                For whatever reason, the Pierce County Council has responded with a proposed $40,000 Amendment to proposed Budget Ordinance No. 2009-96 for the purpose of conducting an “efficiency” study of the Rural Separator (See attached amendment).  We are not so much concerned about the timing of the Council’s proposed amendment as we are concerned about the two (2) following issues:

    1) Why would the County Council suddenly question the value of the Rural Separator in light of our Association’s attached letter which documents our regional and national effort to advertise the Rural Separator as a means to attract business leaders to Pierce County?  Please review our attached letter and our ongoing effort to attract business leaders and jobs to Pierce County.  You may also visit us at summitwaller.org

    2) The proposed $40,000 budget amendment appears to waste taxpayer money that could be better spent on adding a new sheriff deputy or maintaining the viability of Pierce County government.  As indicated by our attached letter, the Rural Separator has already been studied and was established largely based on that study (see page 4, paragraph 3). 

                Finally, we never requested a veto of the Merriman proposal, but for the reasons provided above, we strongly urge you to veto the County Council’s proposed budget amendment.  We would also like to invite you to join us for our upcoming Board meeting.

    Pierce County Council sent an amendment # COW 24 Proposed Ordinance #2009-96 to the budget today   This Ordinance will require $40,000 from the budget to study the rural Sep.  The office of Economic Development will be in charge of finding  someone to do the study   $5,000 will come from the SHERIFF'S department.  The council wants to know if the the Rural Sep is Economically worth it.

    If you feel this is a waste of your taxpayer's money please call the EXCUe's office as this will be the ONLY public input on this ORDINANCE   798-7477

    Honorable Council Members:

    For the reasons provided below, we respectfully urge Council members not to pursue the attached $40,000 Budget Amendment (Ordinance No. 2009-96) which proposes to conduct an “efficiency” study of the Rural Separator:

    1) Our attached October 1, 2009 letter outlines our effort to advertise the Rural Separator as a means to attract business leaders and jobs to Pierce County.  The proposed budget amendment will draw our attention away from this important task and deter further private investments within the Rural Separator and Pierce County.

    2) The proposed $40,000 budget amendment appears to waste taxpayer money that could be better spent adding a new sheriff deputy or enhancing public health.  As indicated by our attached letter, the Rural Separator has already been studied and was established largely based on that study (see page 4, paragraph 3). 

    3) As indicated, we plan to soon visit Council members to further discuss the important and positive goals outlined in the attached letter.  We are deeply concerned that the Council would suddenly move in such a negative and divisive direction.  Several Council members are concluding their terms within several months and we find this amendment an unfitting conclusion to otherwise remarkable public service.  It would be a more fitting cap to public service if Council members could meet with us before years end and assist our important task and goal as outlined in the attached letter.

    4) We are uncertain if there is any connection between the proposed Budget Amendment and the “vetoed” Merriman proposal.  It is our feeling that we have provided enough testimony before the Council on this particular issue.  If anyone has offended Council members, we would sincerely apologize.  At this point, we intend to look forward in a positive manner and would invite each Council member to look forward with us.

It looks like a deal to enforce Pierce County sign laws will continue for another year.

The County Council this morning approved a provision for its 2010 budget that requires the public works department to spend at least $70,000 but no more than $100,000 for a countywide sign enforcement program.

Sign code enforcement has been a matter of much interest for the council. Two years ago the council paid for a pilot program to remove signs that clutter roadsides in unincorporated Pierce County. The program proved to be successful and popular. But the public works department stopped countywide enforcement sweeps, citing tight budgets and questions about how to enforce the law.

As a result, sign clutter returned. The News Tribune last May found dozens of illegal signs posted at intersections across the county.

The council and County Executive Pat McCarthy later reached a deal on enforcement. Crews visit the worst intersections monthly and sweep the busiest arterial roads each quarter.

This morning’s budget provision continues funding for that deal for 2010. The council is expected to finalize the budget Tuesday afternoon.

One more day of hearings remains before the Pierce County Council adopts its final 2010 county budget tomorrow, Nov. 10.

Much work will be done before then. Today at 9 a.m. and again at 1:30 p.m., the council’s Committee of the Whole will meet to forward the remaining budget ordinances to the full council. In between those hearings, the council will conduct its weekly Rules and Operations Committee meeting at 11 a.m. and Monday Study Session at 11:30 a.m.

The public is invited to testify on any of the budget proposals being considered, both at today’s committee hearings and at the council meeting tomorrow at 3 p.m. For the latest list of proposals, hearing schedule and information, visit www.piercecountywa.gov/pc/abtus/ourorg/council/budget.htm.

After close to two years in development, the City’s Complete Streets Design Guidelines are now headed for City Council review. On November 17th, a resolution endorsing Tacoma’s Complete Streets Design Guidelines, and specifically the Mixed-use Centers Guidelines and Residential Guidelines, is scheduled for Council consideration.

The Guidelines are a comprehensive Complete Streets approach tailored to Tacoma. The objectives are to design, build and maintain streets that safely, comfortably and appropriately accommodate all users and transportation modes; foster a sense of place in the public realm; and, reduce environmental impacts when feasible. The Guidelines set a framework to achieve these objectives, add cost-effective tools to the City’s toolbox, and identify implementation steps. The final draft Guidelines incorporate changes identified through the extensive public input received on the previously released public review drafts.

As the Guidelines move forward, it is timely to again thank everyone who has participated for your contributions. There has been a great deal of interest and enthusiasm for addressing these issues.

Because of our recent 4 DAYTIME burglary's and 3 NIGHTIME car prowls, this will be our main topic for the evening.  We will be able to talk with some of the victims and get their views as well as things we can all do to try to prevent this type of crime from happening to us.

The Pierce County Council’s final full week of 2010 budget hearings begins today with the county assessor-treasurer, prosecuting attorney and communications director.

Assessor-Treasurer Dale Washam, Prosecuting Attorney Mark Lindquist and Communications Director Hunter George will begin their presentations to the council’s Committee of the Whole at 1:30 p.m. in the Council Chambers (930 Tacoma Ave. S., Room 1045, Tacoma). A)  NOTICE OF MITIGATED DETERMINATION OF NONSIGNIFICANCE
The City of Gig Harbor issued a Mitigated Determination of Nonsignificance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11-WAC) for the following project: 
Application SEPA #09-0022 – Grindstone LLC Site Plan Review and Design Review
The proposed action involves site plan review and design review for the development of three professional office buildings on a 1.28 acre site.  The office buildings would total approximately 14,600 square feet, including an eight car garage.  Approximately 33,500 square feet of impervious surface is proposed.   
After review of a completed environmental checklist and other information on file with the agency, the City of Gig Harbor has determined the above proposal, with mitigation, will not have a probable significant adverse impact on the environment.

Pierce County has agreed to let Washington State Ferries continue leasing the county ferry Steilacoom II while the state completes construction of a 64-car vessel for the Port Townsend-Keystone route
The original lease expired in August. Under a new Vessel Charter Agreement, the county will extend the state’s lease for an additional 12 months, with the possibility of two one-month extensions. The state will return the vessel as early as August 2010, and no later than October 2010.
WSF agreed to share in the cost of extra maintenance on the county's remaining vessel, the Christine Anderson, recognizing the demands of continual service and the need for emergency maintenance that is sometimes necessary to keep the vessel in service to Pierce County residents on Anderson and Ketron islands.
The new lease still requires WSF to dry-dock the Steilacoom II when the lease expires in order to bring the vessel back to the same condition as when they acquired it. Each compartment and the hull will be refurbished before the vessel is returned.
“Partnerships like these are important. We are happy to assist the state with a critical transportation service, and we appreciate the state’s willingness to contribute to the maintenance of our vessels,” Pierce County Executive Pat McCarthy said.
“We greatly appreciate the support Pierce County has demonstrated," said David Moseley, Assistant Secretary, WSDOT Ferries Division. "We're moving forward to build new vessels as quickly as possible. Pierce County continues to be a great partner to make sure that service continues between Port Townsend and Whidbey Island in the meantime."
WSF plans to build four new ferries and put them into service over the next five years. The first ferry will be ready for service on the Port Townsend/Keystone route in late summer 2010.

Two ports tackle challenges, opportunities in changing competitive landscape
 
SEATTLE – During a joint commission study session today, the ports of Seattle and Tacoma broadened their joint efforts to promote Puget Sound as a global gateway between Asia and North America.  Ports in British Columbia are competing for U.S.-bound cargo, and expansion of the Panama and Suez canals offers new possibilities for shippers.  Puget Sound’s two major seaports are implementing long-term competitive strategies to ensure our state remains an efficient, green gateway for shippers worldwide.
 
“Tens of thousands of our jobs in King and Pierce counties depend upon strong Puget Sound ports, and strong ports need an efficient freight transportation system,” noted Seattle Commission President Bill Bryant.  That’s why Seattle and Tacoma are working together and identifying the investments our state must make now if we’re to keep those jobs in the years ahead.”  
 
“The competition our West Coast container ports face is a clear call to action to address our transportation system holistically and seek news ways to promote our region’s environmental advantages,” said Tacoma Commission President Clare Petrich. “It is increasingly important for us to work with others beyond our region for a national strategy to keep goods moving efficiently.” 
 
Newly-focused collaborative efforts between the six major West Coast ports are also bearing fruit. The ports of Seattle and Tacoma have joined with the ports of Long Beach, Los Angeles, Oakland, and Portland, the BNSF Railway Company and Union Pacific Railroad to promote the West Coast as the greenest and most efficient gateway for Asian cargo.  Chief executives from the six ports and the two railroads will travel to the World Shipping Summit in China next month to showcase the benefits of West Coast ports to shippers across the globe.

The Pierce County Council's final full week of 2010 budget hearings begins
today with the county assessor-treasurer, prosecuting attorney and
communications director.

Assessor-Treasurer Dale Washam, Prosecuting Attorney Mark Lindquist and
Communications Director Hunter George will begin their presentations to the
council’s Committee of the Whole at 1:30 p.m. in the Council Chambers (930
Tacoma Ave. S., Room 1045, Tacoma). They will follow the council’s regular
Rules and Operations Committee meeting at 10 a.m. and the 11 a.m. Study
Session earlier in the day, also in chambers.

Check the Committee of the Whole schedule (
www.co.pierce.wa.us/xml/Abtus/ourorg/council/meetings.pdf) for a complete
list of remaining hearings. They are broadcast live on Pierce County TV
(channel 22) and at www.piercecountytv.org.

Final adoption of the budget is scheduled for Nov. 10 at the council’s 3
